This haggard man used to be a porno producer, and is still a bit of a comedic, raunchy pervert. He is hanging out near the broken car garage because he is getting his car fixed up nearby. When he talks, he makes lots of sexual jokes about you but clearly doesn't mean it. He seems like he mostly just likes to hang around and make rude comments.
