He is a bit of a pervert, and constantly complains that other people in the city won't get nude with him. If you talk to him enough and help him with his quests, you realize he is lying - he was born in Kwalat, and just wants to run around naked.
He has been conscripted into the volunteer army in the north, where you encounter him a second time. The people of Riverrise did this to get rid of him. He's very upset, and wants to escape - not because of the killing (he loves killing) but because nobody cares that he's nude. Now that he's in a warzone, he's encountering all the difficulties that come with that - dick splinters and all.
