This is the mayor's assistant, who is burying a chest of some sort of secret evidence for the mayor. He claims he has no idea what it is, and truly doesn't - it was locked when he found it. He tries to divert anyone who sees him from the truth by telling them he is setting up the city's inaugural annual treasure hunt. He is a very devoted aide, and handles much of the mayor's paperwork. That is, however, because he is a double agent for Quaddari - and is working to get in the mayor's good graces to assassinate him.
