He isn't wearing shoes, which he keeps mentioning in the hopes you will ask why - whatever the reason, it can't be good. When he talks, he makes lots of sexual jokes about you but clearly doesn't mean it. He seems like he mostly just likes to hang around and make rude comments. He was born in Quaddari, and used his money to retire here - but he's very bored and trying to stir up trouble.
